The National Databank is a UK-based initiative designed to tackle data poverty — the condition of not having reliable or affordable internet access via mobile or home broadband.
The scheme was launched in July 2021 in partnership between Good Things Foundation and network partners (including O2 / Virgin Media O2, Vodafone, and Three) to distribute free SIM cards (with data/minutes/texts) via community organisations.
For example, Vodafone pledged 24 million GB of data to help connect 200,000 people.
How it works
- The National Databank does not distribute SIMs directly to individuals. Instead, community organisations (called Digital Inclusion Hubs) apply, receive stocks of SIMs/data packages, and distribute them to eligible individuals. goodthingsfoundation.org
- Eligible network partners donate data/credits; the community hubs activate/gift them to people in need.
- Eligibility criteria for individuals typically include being 18+, from a low-income household, and lacking sufficient home or mobile internet access or being unable to afford existing contracts.
Why it matters
- Internet access is increasingly essential for everyday tasks, job applications, banking, staying connected, and accessing services. Yet many households are digitally excluded. The Databank aims to reduce that gap.
- The scheme reports that recipients feel more digitally able, safer and happier. For example, 89% of Databank recipients feel more digitally capable and/or safe.

- Visit the hub/organisation to receive the SIM/data package.
- Activate and use the SIM per instructions from your hub.
